The best counting system for these 7's sidebets is easy. Start the shoe with a RC of 0. For all non-7's add +1 to the RC. For all 7's subtract 12 from the RC. To find the TC, divide this RC by the remaining decks.
Example: in the first 52 cards dealt, you see 2 7's and 50 non-7's. The new RC is 0 - 2*12 + 50 = +26, and with 5 decks remaining in the shoe, the TC is +26/5 = +5.2.

In particular, the Wiz shows the probability of receiving 1, 2, or 3 sevens. However, his calculations do not include the "3 same colored 7's" category, though they do have a "2 suited 7's" category.
The rest of your questions cannot be answered without more information. First of all, a complete paytable is needed. Second, what is this "Wheel Spin Bonus Feature"? How is it triggered? What is it worth?
